Ministry of Education Clarifies Leadership Appointments within the Department of Education

The Ministry of Education responded to recent TNN reports, clarifying and correcting inaccuracies about recent Department of Education leadership appointments

A Department of Education (DOE) spokesperson said, “The TNN report is misleading and not accurate. Contrary to the Media Council Code of Conduct and the core values of journalism, TNN did not seek comment from the Ministry prior to publication.”

On 31 March, the Commissioner of Education announced the appointment of Mrs. Terry Cox as the new Director of Educational Standards and Accountability (ESA), effective 1 April 2026. Mrs. Cox will lead the development and implementation of educational standards and accountability measures across the Bermuda Public School System. She will ensure School Principals are supported and also held accountable for delivering the established curricula and achieving strong student learning outcomes.

The Educational Standards and Accountability (ESA) section is now fully staffed after a rigorous, transparent recruitment process. Mrs. Cox will work with three newly appointed Assistant Directors:

  • Mrs Luann Wainwright-Dill
  • Mr O’Brien Osborne
  • Ms Kimberly Creighton

In an email to parents and staff, the Commissioner of Education, Mrs. Kalmar Richards, stressed the critical importance of these roles. Assistant Directors will report to the Director of ESA to coach, manage, supervise, and evaluate School Principals and instructional programmes.

This leadership team aims to improve school climate, culture, and student achievement in all schools. They will also develop and monitor system policies and regulations for leadership, communication, and engagement with outside stakeholders.

The Department spokesperson said, “We fully support Director Cox and Assistant Directors Creighton, Wainwright-Dill, and Osborne as they take on these vital roles for our students, school leaders, educators, parents, and communities.

These appointments are aligned with the Ministry’s aim to improve student outcomes.”
